ACH Exceptions Assistant Manager

Overview
Manages the daily administration and operations of the Automated Clearing House Department exceptions and Risk Monitoring to ensure all functions are performed efficiently and effectively, and to ensure all risk management controls are followed. Responsible for all activities surrounding the Automated Clearing House Department exception functions including monitoring the associated risk, overseeing the receipt of transactions through the Federal Reserve and from various application interfaces, implementing new products and services, resolving problems, and monitoring all settlements and reconcilements related to Automated Clearing House Department activity. As a member of department management, stay abreast of regulatory changes and serve as the first line of defense to ensure regulatory compliance for areas of responsibility.
ResponsibilitiesEssential Duties
Responsible for delegating task responsibilities to employees appropriate to their abilities for all Automated Clearing House exceptions, provide necessary information to employees to ensure the job is accomplished and meets all Service Level Agreements and set performance expectations and hold employees accountable. Maintain in depth working knowledge of all Automated Clearing House system applications and monitor core processor releases and take action as appropriate. Provide guidance and support to all Automated Clearing House exception processing employees with regard to the more difficult and complex issues of their daily work and coach, develop and empower employees. Responsibilities will also include analyzing existing policies and procedures, recommend improvements, and implement approved changes to improve efficiency and cost control while ensuring compliance and a positive customer experience. Ensure that all problems are resolved quickly and accurately and make presentations to internal groups as needed. Ensuring that daily Automated Clearing House exceptions, return item processing, and associated entries are completed accurately and timely. Maintaining in depth knowledge of system capabilities and enhancements for all systems used by the Automated Clearing House Department. Assisting with testing of existing and new system functionality. Analyzing existing policies and procedures, recommending procedural changes to improve efficiencies and control costs while maintaining compliance and customer service.
Monitor and escalate any self identified issues, particularly National Automated Clearing House requirements to management for rapid resolution and assist as appropriate with resolution and respond to customer complaints as required per Fulton Financial Corporation policy. Ensuring that the risk rating and exposure limit system application coding is complete and accurate for all Corporate Cash Management origination customers. Monitoring all risk management exceptions, including prefunded accounts, associated with the Automated Clearing House origination function. Assuming responsibility for the review and resolution of potential Automated Clearing House risk issues. Reporting any Automated Clearing House risk exceptions to the appropriate individuals. Ensuring the all Automated Clearing House disputes are processed in accordance with our Electronic Funds Transfer policy and regulatory guidelines. Ensuring compliance with all regulatory requirements including Sarbanes Oxley and risk management policies as they relate to the Automated Clearing House functions. Monitoring the reporting of deceased beneficiaries of government direct deposits. Preparing analysis of statistical information.
Prepare and conduct annual performance appraisals, and recommend salary increases for Automated Clearing House Exception Processing Staff and perform employee counseling as needed, actively participate in the interview and hiring process. Assist in developing and coordinating all training efforts for new employees and cross training of all current employees to ensure adequate coverage and understanding of each job, provide affiliate and onsite training as needed and identify existing employees who may be candidates for further cross training and advancement opportunities. Other responsibilities will include coordinating semi annual department benchmarking and report results to Management, actively promoting and incorporating Fulton Financial Corporation initiatives such as Customer Experience and Employee Ideas in Motion into ongoing staff management, managing department labor hours and facilitating effective department staff meetings.
Responsible to support core processor releases, other Automated Clearing House vendor releases and Automated Clearing House related regulatory changes. Support all system required testing including initial testing, regression testing and cross application testing based on said releases and upgrades and act as primary back up, managing all testing requirements as necessary.
QualificationsQualifications:Education
Bachelor Degree or equivalent experience. Specialty: Relevant degree pertaining to the essential duties of this role. (Required)
Experience
3 or more years Banking experience (Required)
3-5 years ACH experience (Preferred)

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
